Position Summary
The role of the Community Mobilization Director is to connect hundreds if not thousands of current and potential education advocates in order to build a strong base of community members and emerging leaders who are well-informed and equipped to play active roles in improving our school district. An early focus is to complete the One by One kitchen table conversation process and implement a series of events to ratify a community agreement and action plan. The implementation of the action plan will require creating the infrastructure and process for the community to interact effectively with the school district to achieve results. Capacity-building and close communications with our advocate base will be critical in developing leadership and advocacy skills and building trust in the process for change. The Director will work closely with other members of the JPEF staff to integrate community mobilization strategies with our advocacy, data and policy, communications and development work to achieve intermediate and long-term goals.
The Community Mobilization Director will report to the Vice President for Program and Strategic Partnerships, and will have frequent interaction with all other members of the JPEF staff. A second position, Community Mobilization Associate, is planned and will report to the Director or Manager. Ideally, a successful candidate will be available to begin working with our existing Community Engagement Manager in June 2012 to prepare for a full transition by August 2012.
Specific responsibilities and deliverables include:
● Develop a three-year strategic plan for JPEF’s Community Mobilization work that builds on the One by One campaign to achieve the goal of building public demand, capacity and action in significantly improving our public schools.
● Apply best practices in the design and execution of new and existing community engagement campaigns and programs; monitor and evaluate the success of activities based on clearly defined performance metrics.
● Serve as lead facilitator and staff member working with the Community Advisory Team to successfully reach and elicit voice from the broad Jacksonville community and encourage diverse participation in the ONE by ONE community action planning process.
○ Complete the coordination of more than 100 facilitated community listening sessions with at least 1,500 participants covering every area of Jacksonville.
○ Implement the Community Congress, Co-Owned Workplan and Rally to ratify the Community Agreement and Plan.
○ Develop the on-going stakeholder infrastructure and process for community-district execution of the action plan.
● Continue to expand the base of community members currently engaged as constituents and active members of the Jacksonville Public Education Fund. This includes, but is not limited to recruiting volunteers, interns, and others to be actively involved in community outreach and other efforts.
● Work closely with the Communications Manager to develop, implement, and recommend strategies for JPEF to successfully reach targeted groups in our community.
● Work with the Data and Policy Director to ensure strategic alignment in programmatic work to maximize opportunities for informing the community regarding issues in public education.
● Work with the JPEF leadership team to determine appropriate organizational representatives (Board and staff) to meet with community leaders and organizational representatives to enlist them in our efforts to mobilize and empower the community.
● Cultivate and maintain professional relationships with Duval County Public Schools Department of Community and Family Engagement, as well as other district offices and staff members leading specific initiatives to engage the community in public education.
● Serve as an organizational liaison with other community groups, agencies, and organizations. This includes serving as an organizational representative on relevant committees, and making presentations and speaking to targeted groups and audiences that JPEF hopes to engage in its work.
● Develop budgets for community engagement campaigns and programs; monitor the progress of each and adjust plans as necessary.
● Collaborate with other members of the JPEF staff to realize development goals for community engagement campaigns and programs.
● Work with other members of the JPEF staff to develop internal infrastructure to successfully manage the increased engagement of the Jacksonville community in our organization.
● Participate in team meetings, work sessions, and retreats.
● Attend and staff JPEF events as needed.
● Recruit, train, manage and evaluate temporary community engagement workers and/or interns.
● Communicate the organization's work to the Jacksonville community through JPEF's social media platforms (Blog, Facebook, Twitter, etc.)
● Contribute to JPEF's knowledge management system by drafting and storing agendas, meeting notes, and closing reports for major community engagement projects.
