Elder Care Advisor (Somerville-Cambridge)

The Elder Care Advisor (ECA) is the staff expert on agency and community resources. S/he provides social work services for special projects that address the mental health and chronic disease issues. The Elder Care Advisor's responsibility is to assist older persons and persons with disablities, their families and caregivers and other community callers and to address their needs for care assistance by providing advice, information, assessment and care planning by phone or in person. S/he also facilitates Community Education via groups and Outreach Events.

Master's degree in social work or mental health counseling plus one-year human service experience or bachelor's degree in social work or related field and four years experience required. Possession of , or eligibility for social work licensure of LCSW, case management experience, the ability to work as part of a team and knowledge of computerized (MS Word) required. Knowledge of a foreign language (Spanish, Portuguese, Creole) a plus.

This position is Part Time 29 hours per week with benefits!


Healthy Families is an intensive home visiting support program for first-time parents 20 years of age and younger. Family Support Advocates are home visitors trained by Children's Trust Fund and employed by Jewish Family and Children's Service located in Waltham. The program goals are to prevent child abuse by supporting positive parenting skills, support optimal health and development of children, assist with parental education and economic self-sufficiency, promote optimal parental health and wellness and prevent repeat teen pregnancies.

This home visiting position will focus primarily on the Cambridge/Somerville area. Healthy Families home visitors provide intensive outreach and home based service to pregnant or parenting teen moms and dads in 22 Central Middlesex cities and towns.

Responsibilities include
• Provide weekly home visits with young families
• Build trusting relationships with young families while providing family support
• Work with the family to develop achievable goals
• Use standard screening tool to assess child development
• Monitor well baby care and immunizations
• Meet all data entry and record filing requirements
• Network and collaborate with other agency providers
• Participate in regular individual supervision and team meetings
• Attend comprehensive trainings provided by Children's Trust Fund
• Collaborate with team to design and implement parent support groups

Requirements:
• Bachelor degree in related field or significant experience working with families
• Interest in community outreach
• Driver's license and own car for home visiting and participant transportation
• Strong computer skills
• Bi-lingual Spanish
• Experience with group facilitation is a plus.

The ICM clinician is responsible for the clinical management of intensive, chronic, or complex cases. The position requires excellent communication skills, both verbal and written, and the demonstrative ability to relate effectively to treatment providers, family members, and other professionals involved in the treatment. Duties include evaluation, determination and authorization of appropriate levels of care based on established criteria for Medicaid and DMH consumers.

About the program and agency:
YouthBuild Just-A-Start (YB JAS) is a comprehensive youth development program, which engages 17-24 year-old out-of-school youth from the greater Boston Metro North area and supports them in obtaining their secondary education credential (diploma or GED) while renovating affordable housing. We help youth to develop their career, employability, and leadership skills; and prepare them for and support them in their postsecondary transition to employment, college, training, and/or apprenticeship. We offer a 12-24 month program and serve approximately 60 youth plus alumni annually.

YouthBuild Just-A-Start is program of Just-A-Start Corporation, a non-profit community development corporation, which has been helping others to help themselves in the areas of training, education, and affordable housing since 1968. YB JAS is also an AmeriCorps Program and Accredited Affiliate of YouthBuild U.S.A.

About the position:
YouthBuild Just-A-Start seeks a collaborative MA-level leader with at least 10 years of senior management experience directing YouthBuild or similar multifaceted programs serving disadvantaged youth or young adults. The successful candidate will have a range of demonstrated skills and abilities including grant writing and implementation, partnership and program development, and training and development of program staff from a variety of disciplines.

Reports to: Just-A-Start Corporation's Director Of Training and Education (DTE)

Responsibilities involve range of functions which include hiring a new Admin/Management staff person as a key support in accomplishing the following:

Strategic Planning
Periodically evaluate overall direction of the program, including effectiveness of current approaches and funding sources, need/desirability for new approaches and new funding sources.

Supervision of Management Staff
1. Hire and supervise aforementioned new Admin/Management staff person to assist with administrative, management, funding development tasks.
2. Provide supervision for Program Director and other Admin/Mgt staff; through the PD, work directly with selected management staff on particular components, initiatives or projects.
3. Create leadership opportunities and training that will support upward movement for staff into management roles.

Program Administration
1. Ensure that systems are in place to achieve budget goals and operational compliance with contractual goals of each funding contract; monitor program operations, staffing patterns, operational procedures, and achievement of program goals and outcomes.
2. Develop YB Program Annual Budget and individual contract budgets.

Fiscal Management and Reporting
1. Supervise fiscal assistant in preparation of monthly budget updates and monthly/quarterly contract update reports and invoices.
2. Submit quarterly Expenditure Report to agency Controller.
3. Prepare budget modifications as required; prepare end of contract fiscal reports for required contracts.

Funding Development
1. Prepare proposals/packages for refunding of existing sources.
2. Research potential governmental (federal, state, local) funding sources; determine appropriateness for program; prepare proposals for new funding sources deemed appropriate for program.

Community Partnerships/Advocacy
1. Maintain existing community collaborations and expand collaborations in Chelsea, Cambridge, and other communities to increase the visibility and presence of the YouthBuild Program.
2. Represent the Program at the Massachusetts YouthBuild Coalition and YouthBuild Affiliated Network, AmeriCorps Directors meetings, and other bodies.
3. Lead the program's advocacy efforts to maintain and expand funding from various state and federal sources.

Human Resource Functions
1. Oversee the filling of staff vacancies, ensuring compliance with all applicable regulations.
2. Ensure that annual personnel evaluations are conducted.
3. Assist Program Director is resolving personnel problems; manage staff termination processes to insure compliance with agency policies and procedures and to provide support to program staff.

Qualifications:
• MA Degree or equivalent in a relevant field.
• 10+ years senior management and supervisory experience in at-risk youth/youth adult development field. Demonstrated experience overseeing the big picture while carefully monitoring the details.
• Experience with the development of successful federal, state, and private funding proposals and implementation of related contracts, including development and management of budgets.
• Experience establishing and maintaining community connections and partnerships.
• Experience with outcomes/performance-based programs.
• Excellent oral and written communication skills; intermediate MS Word, Excel, & internet skills required; MS Access and/or other relational database experience valued.
• Driver's license and willingness to travel locally; ability to do occasional travel for conferences, etc.

Compensation:
• Salary range $68K-$72K dependent upon skills, experience, and education.
• Health, dental, unmatched 403B retirement plan; vacation, sick, up to 5 comp. days, in addition to 12 1/2 holidays.
